Thorhild County Council recently passed Bylaw 05-2023 - Utility Equalization Payment Plan. This bylaw offers individual water, sewer and gas utility account holders with a $0 balance as of June 1 to join a monthly payment plan for the current year. Monthly payments are based on the average of the previous 12 months of the customer’s utility account. The plan can be used along with the County’s Pre-Authorized Payment Plan.

Customers that maintain equal bill payments will be exempt from penalties and arrears. However, account holders who cannot maintain equal bill payments for two consecutive months will be removed from the plan and placed back on the regular billing system.
